Within thirty days after receipt of such notice or the last publication of the same in a newspaper, as provided herein, the owner may appeal in writing a finding by the Building Nuisance Inspector that any such building, or structure is in such an advanced state of disrepair as to endanger the health, safety or welfare of the public to Council by filing such written appeal with the Clerk of Council.
