(a) It is the responsibility of the property owner(s) where dumpsters are located to purchase and maintain any dumpsters they desire to use.
(b) It is the responsibility of every property owner on which a dumpster is located or on which a dumpster is intended to be located to obtain a permit for the dumpster from the Village Clerk.
(c) There shall be no charge for dumpster permits.
(d) The purpose of the permit process is to give the Village notice of the location of all dumpsters within the Village, for sanitation collection and control.
