(a) Dumpsters are hereby permitted to be located throughout the Village, except on residential lots and properties containing fewer than twelve housing units. Such residential lots and properties must continue to use trash cans and trash bags for sanitation purposes.
(b) All dumpsters must meet the following additional requirements:
(1) Dumpsters must be on wheels;
(2) Dumpsters must be accessible to the Village packer and their size must be compatible with the Village packer's ability to handle them;
(3) Dumpsters must be located at least 100 feet from Village streets and State highways or be properly fenced so that their view is obstructed from Village streets and State highways.
