The Council shall have the power to appropriate and authorize the expenditure of public funds to provide information to the members of the public in connection with elections on proposed tax levies and bond issues for the purpose of the Municipality, and other issues affecting the Municipality and not involving the election of candidates to a public office, or the recall of a member of the Council.
