(a) With the exception of newspaper, glass, and aluminum placed at curbside in connection with volunteer or charitable Recycling Drives, from the time of placement of newspapers, glass, and aluminum by any person, at the curb for collection by the Village, pursuant to the Rules and Regulations herein contained or hereafter promulgated, such newspapers, glass, and aluminum shall become the sole property of the Village.
(b) It shall be a violation of this chapter for any persons unauthorized by the Village to pick up or cause to be collected or picked up, any such newspapers, glass, or aluminum. Each violation of this section from one or more premises shall constitute a separate and distinctive offense punishable as hereinafter provided.
