951.08 CLASSIFICATION OF PROPERTY UNITS.
   (a)   Classification. For purposes of Section 951.05 and other sections of this chapter the Service Department shall classify all property units, within the Boundaries of Collection, using the Village Trash Service. Once classified, the Municipal Manager shall attach such classification on the first monthly trash billing invoice of every classified customer.
   (b)   Appeal. Any customer wishing to appeal their classification may do so within thirty days of receiving their classification notice on their initial bill showing such classification, by filing a written petition to Council specifically describing their name and customer interest, their location, and the reason(s) why their classification should be changed. Upon a properly and timely filed appeal, Council shall hear said appeal at its next regularly scheduled session. Council's decision shall be final and shall be in the form of affirming the Service Department's classification or in the form of changing the Appellant's classification to a more appropriate classification.
