(a) Approved Methods of Disposal. All disposal of garbage and refuse shall be by one of the following methods:
(1) Sanitary landfill.
(2) Incineration.
(3) Dumping ground.
If open dumping is employed, the sites shall be situated so as to not create a nuisance or inconvenience to any person, firm, or establishment. All sites shall be approved by the County Health Department having jurisdiction and shall in no way create a fire hazard, a breeding ground for rodents or vermin, and shall in no way endanger the safety and welfare of any person or persons. All animal offal and carcasses of dead animals shall be either buried or cremated.
(b) Burning Prohibited. Outside burning of garbage within the corporation limits is prohibited.
