(a) When real property changes status from occupied to vacant or vacant to occupied, “billable accounts” shall notify the Village Clerk or his authorized agent of the status change. Properly and timely reported vacant properties that “billable accounts” request no services for during the period of vacancy shall not be billed for unreceived services beginning the first calendar month in which the property is vacant for an entire month and ending with the last calendar month in which the property is vacant for an entire month. Any property occupied for any part of a calendar month shall be billed as if it were occupied for the entire month.
(b) Status changes on “billable accounts” shall be done in writing on a form prescribed by the Village Clerk or his authorized agent.
(c) Status changes that would result in a lower future bill must be made by the last day of the month preceding the billing date to be in effect. Any status changes under this section not reported as above will result in no lower future bills until the first bill following the date the status change is reported.
(d) Status changes that would result in a delinquent account or higher future bills must be reported by the last day of the month of the status change to be considered timely. The Village Clerk or his authorized agent shall appropriately reflect the increase and adjustments on the next bill to the “billable account”.
(e) To help insure the proper accounting of status changes, the Village Clerk or his authorized agent shall require a shutoff of water services from the “billable account’s” requested vacancy date until the “billable account’s” requested reoccupancy date (no turn on fee will be assessed at the reoccupancy date).
