933.05 HANDLING OF COMPLAINTS.
   All complaints from “billable accounts” should be initially directed to the Service Department Supervisor, whether it involves an alleged defective or faulty meter, a property type classification, a billing error, or otherwise. The Service Department Supervisor, with the assistance of the Village Clerk’s office, shall attempt to resolve the complaint with the “billable account.” If unresolvable, the complaint will be forwarded to the Municipal Manager, and if still unresolved, to Council for appropriate action. Council shall be the Lewisburg governmental body of final administrative appeal on all complaints and its action shall be final and determinative, unless the “billable account” appeals the ruling of Council to the Preble County, Ohio, Common Pleas Court within thirty days of the ruling.
