Unless the context specifically indicates otherwise, the meaning of terms used in this chapter shall be as follows:
(a) "Billable account" means the owner(s) of non-vacant real estate within the Village, with a parcel identification number as listed on the Preble County Auditor's and/or Treasurer's real estate tax and assessment records, who actually receive or have the right to receive Lewisburg water, sewer, and/or refuse services. "Billable Account" shall also similarly cover and mean owner(s) of non-vacant real estate outside the Village with a parcel identification number as listed on the Preble County Auditor's and/or Treasurer's real estate tax and assessment records, who actually receive Lewisburg water, sewer, and/or refuse services. Real estate with multiple “chattel homes” located on it shall be treated as if there is one “billable account” and one parcel identification number for each chattel home, irrespective of what the above County Records disclose, with the owner(s) being the owner(s) of the real estate and not the owner(s) of the chattel home.
(b) “Chattel home” means any personal property unit, vehicle, dwelling or structure that permits the use and occupancy thereof for human habitation when connected to utilities, including but not necessarily exclusive of other personal property, “manufactured home” as defined under Section 1117.02(68) of the Lewisburg Codified Ordinances, or any of the following as defined under Ohio R.C. 4501.01:
(1) “Manufactured home”;
(2) “Recreational vehicle”.
(c) "Meter reading" means the sum total of all gallons of water used at a parcel identification number location as read on the sum total of all water meters at such location on a quarter of a year basis. The "meter reading" shall be considered to be both the water usage and sewer usage for the quarter read.
