929.01 RATES.
   (a)   (a)   Sewer rates and charges for use of sewer and/or wastewater facilities of the Village, shall be based on the quantity of water used on or in the property or premises served, and shall be as follows for those consumers situated within the Village limits:
      (1)   First 3,000 gallons: Twenty-eight dollars ($28.00) per month, minimum charge, except that all owners of a residential dwelling they reside in, in which at least one owner is age 62 or older and who provide sufficient proof of age to the Village Fiscal Officer shall receive a monthly discount of ten percent (10%) of said minimum charge only.
      (2)   All over 3,000 gallons per month: Three dollars and seventy-five cents ($3.75) per 1,000 gallons.
   (b)   Sewer rates and charges for use of sewer and/or wastewater facilities of the Village, shall be based on the quantity of water used on or in the property or premises served, and shall be as follows for those consumers situated outside the Village limits:
      (1)   First 3,000 gallons: Fifty-six dollars ($56.00) per month, minimum charge, except that all owners of a residential dwelling they reside in, in which at least one owner is age 62 or older and who provide sufficient proof of age to the Village Fiscal Officer shall receive a monthly discount of ten percent (10%) of said minimum charge only.
      (2)   All over 3,000 gallons per month: Seven dollars and fifty cents ($7.50) per 1,000 gallons.
   (c)   Sewer rates and charges shall at all times be sufficient to pay the expenses of operation of the sewer and/or wastewater facilities of the Village, as well as the debt service and other security requirements provided in all Village ordinances, and in the mortgage trust indenture securing any first mortgage sewer and/or wastewater revenue bonds, and that the provisions herein, which are an integral part of all sewer and/or wastewater financing programs in the Village, shall constitute a covenant to and for the benefit of the owners and holders of any first mortgage sewer and/or wastewater revenue bonds.
   (d)   All provisions of existing sewer rates and charges in conflict herewith are hereby amended and/or repealed.
   (e)   The minimum charge pursuant to either subsection (a)(1) or subsection (b)(1) above, shall be deposited with the general balance of sewer and/or wastewater revenues [reduced by the full discount given, if any, pursuant to either subsection (a)(1) or subsection (b)(1) above].
   (f)   To help insure the availability and priority of furnishing a combination of water and sewer and/or wastewater services to consumers situated within the Village limits and to encourage Village territorial growth, sewer and/or wastewater services was and shall no longer be extended to consumers situated outside the Village limits. The above sewer rates and charges are adopted for these reasons so well as to encourage current customers located outside the Village limits to annex within the Village.
