(a) All persons who become users of the water system of the Village from and after the effective date of this section shall first deposit with the Clerk-Treasurer, the sum of ten dollars ($10.00) as and for a guarantee of payment for any water bills incurred.
(b) All persons who become users of the sewer system of the Village from and after the effective date of this section shall first deposit with the Clerk-Treasurer, the sum of ten dollars ($10.00) as and for a guarantee of payment for any sewer bills incurred.
(c) All persons who become users of the public refuse collection system of the Village from and after the effective date of this section shall first deposit with the Clerk-Treasurer, the sum of ten dollars ($10.00) as and for a guarantee of payment for any refuse collection bills incurred.
(d) All guarantee deposits made pursuant to subsection (a) to (c) hereof shall be refunded to the depositor upon the payment of any final bill incurred by the user, provided the same is paid within thirty days after the due date of the final bill. If not paid within such time such deposit shall be forfeited to the Village.
(e) All moneys collected hereunder shall be kept in a separate trust account pursuant to Ohio R. C. 5705.09 (H) and shall not be used for investments.
