Forms owned by the Village may be used in the construction of the curbs and gutters, upon making a deposit with the Street Commissioner of twenty-five dollars ($25.00), which sum will be refunded upon the return of the forms to the Street Commissioner within a reasonable length of time. Such deposit shall be forfeited to the Village if the forms are not returned within a reasonable length of time, which forfeiture will be in addition to other remedies which may be pursued by the Village.
