(a) No person shall repair or construct any curbs or gutters within the Village without having first obtained a permit therefor from the Zoning Inspector.
(b) The permit required by subsection (a) hereof shall incorporate the plans and specifications for the curbs or gutters to be constructed according to its terms.
(c) Persons making applications pursuant to subsection (a) hereof may be required to file a bond in a penal sum to be determined by Council according to the structure of the job to be done, which bond shall be conditioned to save the Village harmless from any injury to any person or property which may be caused by the construction or repair.
