(a) All sidewalks, curbs and gutters in the Village shall be kept in good repair. It shall be the duty of every abutting lot owner to keep them in good repair. Repairs shall be made by order of Council and shall be supervised by the Village Street Supervisor or his authorized representative.
(b) The Street Commissioner shall report all necessary repairs of specific sidewalks, together with his recommendations thereon, to Council. Council may provide for the repair and restoration thereof or any portion thereof at the expense of the Village, or may direct that the owner of the abutting property to repair the same, according to the specifications of the Commissioner.
(c) The Clerk-Treasurer is hereby authorized, ordered and directed to serve notice on owners of land to repair all sidewalks, curbs or gutters, or parts thereof, abutting on such land, within five days of the service of such notice. If the owner of such land is a nonresident whose address is known, such notice shall be sent to his address by registered mail. If the address of such owner is not known, it shall be sufficient to publish such notice once in a newspaper of general circulation in the County.
(d) If the owner of such land fails to comply with the notice, Council, through the Clerk-Treasurer, shall cause the sidewalks, curbs or gutters, or parts thereof, to be repaired and shall cause the property owner to be billed for such repair and all reasonable expense incurred therewith.
(e) Upon failure to pay for such services within thirty days, Council may certify the costs thereof, including costs of the service of the notice, to the County Auditor for collection as provided by law. Costs of such collection shall also be borne by the property owner.
