901.01 CONSTRUCTION SPECIFICATIONS.
   (a)   Sidewalks shall be constructed and repaired in the Village in accordance with plans and specifications herein, and on file with the Street Commissioner, and as outlined herein.
   (b)   Sidewalks shall be excavated to a depth of seven inches below the finished grade line and not less than three inches of ordinary gravel placed in the bottom of the trench and tamped to a solid even foundation.
   (c)   Sidewalks shall be constructed or repaired with concrete or cement and such concrete or cement shall be four inches in thickness and thoroughly mixed. The mix shall consist of one part of cement to five parts of good clean gravel, except that temporary repairs may be made with asphalt only after the permission of the Street Commissioner is obtained.
   (d)   Sidewalks shall be finished by means of a straight edge drawn over the forms and floated or troweled down to a smooth even surface free from any rough spots or honey comb effects upon the surface of the walk. All walks must be edged and joined in blocks not to exceed twenty-five square feet to each block at each fifty lineal feet; there must be an elastic bituminous joint used one-half inch in thickness and four inches wide to allow for expansion of the walk.
   (e)   As soon as the concrete has set sufficiently it shall be sprinkled with water and kept moist until it has set sufficiently to be opened to traffic. The contractor shall protect the concrete from damage by rain, pedestrians and animals by means of suitable barricades and coverings and by red lights at night.
   (f)   All sidewalks shall conform to the grade of the respective street and shall slope outwardly at the ration of one-fourth inch to the foot.
   (g)   The space between the curb and pavement shall be sodded or sown to blue-grass except as otherwise provided.
   (h)   In front of business houses where grass cannot be grown, the space between the curb and pavement shall be filled with a grout made of gravel or crushed stone and Portland cement in the ratio of one part of cement to seven parts of gravel or crushed stone, to the depth of four inches.
   (i)   All sidewalk pavement shall be a minimum of three feet and no more than five feet wide; and the outer or street edge of the pavement shall be six feet from the lot side of the curb line, except where there are existing sidewalks the pavement shall conform in width to existing sidewalks, and the space between sidewalks and curbs shall conform in width to the existing space between sidewalk and gutter.
   (j)   With respect to sidewalks heretofore laid within the Village not in conformity with the requirements of this section, there is reserved to the Village such rights as are granted to the Village by the statutes of the State to require such walks to be relaid or repaired in conformity with the provisions of this Chapter.
