(a) Regular Elections. The regular City election shall be held on the second Tuesday in June in each odd-numbered year.
(b) Qualified Voters. All citizens residing within the City as defined by Section 1.05 and otherwise qualified by the Constitution and laws of the State of West Virginia to vote in the City shall be qualified voters of the City within the meaning of this Charter.
(c) Conduct of Elections. The City Clerk is the Chief Election Officer of the City, and is responsible for the free, fair and lawful conduct of City elections. Except as otherwise provided by this Charter, the provisions of the general election laws of the State of West Virginia shall apply to elections held under this Charter. To the extent that is has not already done so, the Council shall adopt by ordinance all regulations which it considers desirable, consistent with law
and this Charter.
(d) Election Rotation Sequence: Beginning in June of 2019, election group one including (1) the Mayor and two (2) councilmembers are elected. Beginning in June of 2021, election group two consisting of three (3) councilmembers are elected.
