Every public skating rink shall be brightly illuminated while in public use, and skating therein while the lights are extinguished, dimmed or turned low, so as to give imperfect illumination, is hereby prohibited. Licensees under this chapter shall be personally responsible for the condition of the lighting in their skating rinks.
