Nothing in this chapter shall be construed to affect the responsibility or liability for any party owning, operating, controlling or installing any plumbing equipment for damages to persons or property caused by any defect therein nor shall the city be held as assuming any liability by reason of the inspection or re-inspection authorized herein or the certificate of approval issued as herein provided or by reason of the approval or disapproval of any equipment authorized in this chapter.
