Forty-eight hours notice in writing, setting forth the time and place of meeting, and in the case of special meetings, the business to be transacted, shall be given each member of the Fire Protection Service Commission personally or by ordinary mail. Notice of meeting may be waived in writing at the time of meeting. Attendance at and participation in any meeting by a member of the Commission shall constitute waiver of notice thereof.
