The annual meeting of the Fire Protection Service Commission shall be held on the first Tuesday in April of each year at which time the Commission shall select, by a majority vote by ballot from among the members thereof, a president, vice president and secretary to serve for a term of one year or until their successors are elected. The Commission may create and fill from among its members the other offices and committees as it may from time to time determine to be expedient.
