The Fire Department shall consist of a number of volunteer members, having ranks and organized into units as may from time to time be provided by the City Council; and the composition and organization of the Fire Department and the constitution and bylaws of the fire companies as of the effective date of this amendment are hereby continued in full force and effect until changed by the City Council.
