§ 73.11 RULES AND REGULATIONS.
   (A)   It shall be prohibited and unlawful for any person to operate roller skates, inline skates, skate boards, coaster sleds, motorized foot scooters and nonmotorized scooters on any street within the city limits of the city.
   (B)   No person riding upon roller skates, in-line skates, skate boards, coaster sleds, motorized foot scooters and non-motorized scooters shall go upon any roadway or sidewalk or vehicular parking area open to the general public, in such a manner as to endanger or be likely to endanger the safety of the rider, pedestrians or property. No person riding such shall restrict the flow of vehicle traffic in any manner whatsoever.
   (C)   No person riding upon roller skates, in-line skates, skate boards, coaster sleds, motorized foot scooters and non-motorized scooters shall operate same in a negligent manner so as to endanger or be likely to endanger any person or property but shall be operated with reasonable regard for the safety of the operator, other persons and property.
   (D)   No person riding upon roller skates, in-line skates, skateboards, coaster sleds, motorized foot scooters and non-motorized scooters shall create a nuisance as defined in § 73.10.
   (E)   Whenever any person is riding roller skates, in-line skates, skate boards, coaster sleds, motorized foot scooters and non-motorized scooters, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian so as not to endanger the safety of the pedestrian.
   (F)   Any person riding upon roller skates, in-line skates, skate boards, coaster sleds, motorized foot scooters and non-motorized scooters shall not attach the same or himself to any moving vehicle upon any roadway.
   (G)   Any person operating roller skates, in-line skates, skate boards, coaster sleds, motorized foot scooters and non-motorized scooters shall obey the instructions of official traffic control signals at street crossings, signs and other control devices applicable, unless otherwise directed by a police officer.
   (H)   No person shall operate roller skates, in-line skates, skate boards, coaster sleds, motorized foot scooters and non-motorized scooters upon a sidewalk or other area during the hours between a half hour after sunset and half hour before sunrise without wearing a reflective device on both the front and back of the rider.
