§ 73.10 DEFINITIONS.
   For purposes of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
   COASTER or COASTER SLED. A footboard mounted upon two or more wheels and controlled by an upright steering handle. This device is propelled by the user in usually an upright position.
   MOTORIZED FOOT SCOOTER. A device with no more than two ten-inch or smaller diameter wheels that has handlebars, is designed to be stood or sat upon by the operator, and is powered by an internal combustion engine or electric motor that is capable of propelling the device with or without human propulsion.
   NON-MOTORIZED FOOT SCOOTER. A device with no more than two ten-inch or smaller diameter wheels that has handlebars, is designed to be stood or sat upon by the operator, and is propelled with human propulsion.
   NUISANCE. An activity which:
      (1)   Threatens injury to person or property;
      (2)   Creates an obstruction or presents a hazard to the free use of the public or private property by pedestrians or motorists; or
      (3)   Generates loud or unreasonable noise.
   RIDING A SKATEBOARD. Standing with one or both feet touching the skateboard, crouching, sitting or lying upon the skateboard while it is in motion.
   ROLLER SKATES. Any attached footwear or device which may be attached to the foot or footwear to which wheels are attached and such wheels may be used by the wearer in moving, including in-line skates known as roller blades. The definition of these terms shall include a single roller skate, or parts thereof, used by the wearer in moving.
   SKATEBOARD or SKATEBOARDS. Includes any board of any material which has wheels attached to it where such wheels may be used for movement or propulsion.
   TO OPERATE IN A NEGLIGENT MANNER. The operation of one or more of the above described devices without reasonable regard for the safety of the operator, other persons or property in such a manner as to endanger or be likely to endanger any person or property. Examples of operating in a negligent manner include, but are not limited to, failure to obey all traffic-control devices, failure to yield right-of-way to pedestrians and/or vehicular traffic.
