The city enacts this chapter with the intent to decriminalize, where possible, city parking violations and sections 7-1-1 and 7-1-2 of this title, which have traditionally been regulated by the criminal laws. This is done to assist residents of the city, and others, by expediting the resolution of cases and to remove the social stigma attached to criminal actions. With the enactment of this chapter, the city is acting, in part, pursuant to authorization found in Utah Code Annotated sections 10-8-84, 41-6a-207 and 41-6a-208, as amended.
