No person in or adjacent to a park shall fail or refuse to comply with any reasonable order relating to the regulation, direction, or control of traffic, or to any order lawfully given by any officer, nor shall any such person fail or refuse to comply with any reasonable restriction established herein, or by the Manager or Director, for the proper use of the park; provided that the restriction has been properly established and the appropriate signage erected.
