§ 917.08  CHARGES FOR COLLECTION.
   All occupants or owners of premises in the city will be required to pay charges for garbage and rubbish removal and curbside recycling service in accordance with the following schedules:
   (A)   Residential garbage and recycling collection service. 
      (1)   Effective January 1, 2011, monthly charges for residential garbage and recycling collection shall be $16.60 per month per dwelling unit. Effective January 1, 2012, monthly charges for residential garbage and recycling collection shall be $16.80 per month per dwelling unit. Effective January 1, 2013, monthly charges for residential garbage and recycling collection shall be $17.10 per month per dwelling unit. Effective January 1, 2014, monthly charges for residential garbage and recycling collection shall be $17.60 per month  per dwelling unit.  Effective January 1, 2015, monthly charges for residential garbage and recycling collection shall be $18.00 per month  per dwelling unit.  A DWELLING UNIT is defined to be one or more rooms arranged for the use of one or more individuals living together as a single housekeeping unit, with cooking, living, sanitary and sleeping facilities.  This includes single- family and duplex dwellings.
      (2)   Effective January 1, 2011. monthly charges for multi-family residential garbage and recycling collection shall be $15.10 per month per dwelling unit. Effective January 1, 2012, monthly charges for multi-family residential garbage and recycling collection shall be $15.30 per month per dwelling unit. Effective January 1, 2013, monthly charges for multi-family residential garbage and recycling collection shall be $15.60 per month per dwelling unit. Effective January 1, 2014, monthly charges for multi-family residential garbage and recycling collection shall be $16.10 per month per dwelling unit. Effective January 1, 2015, monthly charges for residential garbage and recycling collection shall be $16.50 per month per dwelling unit. A DWELLING UNIT is defined to be one or more rooms arranged for the use of one or more individuals living together as a single housekeeping unit with cooking, living, sanitary and sleeping facilities. This rate applies to multi-family dwellings as defined in this chapter.
      (3)   One recycling bin or 65 gallon large recycling cart will be issued to each residential dwelling free of charge at the commencement of the program. Residents may purchase additional bins, or replace lost or stolen bins, directly from the city's solid waste collection contractor at a cost to be determined by the contractor.  When moving, bins should remain with the residential dwelling unit. At the direction of the Director of Service, multi-family residents that use bulk garbage containers (e.g. dumpsters) may be provided bulk residential containers in lieu of individual recycling bins.
   (B)   Commercial service; non-dumpster:  For those commercial customers who generate on the average one cubic yard, or less, per week, as determined by the Director of Service, or where there is not sufficient space available to accommodate a bulk dumpster, a special non-dumpster service is available. All requirements of § 917.03(C) regarding containers shall be observed.  Effective January 1, 2011, monthly charges for commercial garbage and recycling collection shall be $16.60 per month. Effective January 1, 2012, monthly charges for commercial garbage and recycling collection shall be $16.80 per month. Effective January 1, 2013, monthly charges for commercial garbage and recycling collection shall be $17.10 per month. Effective January 1, 2014, monthly charges for commercial garbage and recycling collection shall be $17.60 per month. Effective January 1, 2015, monthly charges for commercial garbage and recycling collection shall be $18.00 per month.
