In the event an application request under this section requires information, review and evaluation beyond the normal requirements of these regulations and in-house expertise, the Planning Commission and/or City Manager may require the employment of outside consultants or technical experts. All costs incurred in this review process shall be passed through to the applicant and shall be in addition to those fees normally charged under this Chapter 1304.
