(A) Any organization seeking support or funding from the city shall be designated not-for-profit, and incorporated under the general corporation laws of the State of Ohio.
(B) Organizations must provide a copy of their classification as a 501(c)(3) status organization from the United States Department of the Treasury.
(C) Donation requests shall include as a minimum:
(1) A detailed description of the program or event that will benefit from the donation.
(2) A description of the positive impact the program or event will have on the quality of life of the community including the number of residents who will be positively impacted.
(3) An explanation of the financial impact the donation will have on the organization's ability toexecute the program or event. This explanation shall include a summary of the organizations budget and major sources of funding.

The City Council shall consider the following in a funding request.
(A) The social and cultural impact upon the community, as well as the number of people that are being positively impacted by the organization making the request.
(B) The availability of other local support for the requesting organization and the direct impact the donation will have on the organizations ability to execute its program or event.
