The requirements set forth in R.C. § 153.65 through 153.71 are modified by the standards set forth in this section.
(A) "Professional design services" means services within the scope of practice of an architect or landscape architect registered under Ohio R.C. Chapter 4703 or a professional engineer or surveyor registered under Ohio R.C. Chapter 4733.
(B) Public notice (request for qualifications or RFQ). Public notice of all professional design services contracts with an estimated design cost in excess of $50,000 shall be made as provided in § 131.14 and each public notice shall set forth: the date, time and place for professional design firms to respond, but not less than 15 days following the date of the first advertisement; a general description of the proposed project; a statement of the design services required; and a description of the qualifications required for the project. The selection of professional design services with an estimated cost of less than $50,000 does not require the use of the RFQ process, or the obtaining of multiple quotes, and may be selected based on the ability of the design firm to provide the required services in a satisfactory, timely, and cost effective manner.
