§ 51.021  INTENTION OF COUNCIL; GENERALLY.
   It is the express intention of the Common Council to protect the public from the burning of rubbish within the city in two respects:
   (A)   The burning of rubbish during the nighttime, or in the dark hours of the day, as hereinafter defined, in that the same constitutes a safety hazard to vehicular traffic traveling on the streets of the city; and
   (B)   The burning of trash, as regulated in §§ 51.022 through 51.025, which may constitute a factor injurious to public health within the city limits by reason of polluting the air.
