For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
APPLICANT. Any solicitor or sponsor on whose behalf one or more individual solicitors pursue house-to-house or place-to-place activities.
COMMERCIAL SOLICITOR. Any person:
(1) Who does not operate his or her business and sell his or her particular property exclusively or regularly from an established and fixed place or location, store or warehouse in the city;
(2) Who regularly operates a business solely by solicitation from house-to-house, or place-to-place, by means of traveling over the public streets of the city carrying and selling or offering to sell direct to any person various kinds of goods or property; or
(3) Who carries samples of various goods or property by which he or she solicits sales of a complete product to be delivered at a subsequent time.
NONCOMMERCIAL SOLICITOR. Any person who solicits, induces or accepts contributions, donations or financial support for any noncommercial activity including, but not limited to, political, social, charitable or religious causes by solicitation from house-to-house or place-to-place by means of traveling over the public streets of the city.
NONCOMMERCIAL SPONSOR. Any sponsor of noncommercial solicitors who or which files an application for a license pursuant to this chapter and including a request for derivative licenses on behalf of individual solicitors listed in the application.
SOLICITOR. Refers to both commercial and noncommercial solicitors.
