§ 54.22  LEVELS OF CONSERVATION ENUMERATED.
   Levels of conservation are as follows:
   (A)   Level 1.  Voluntary conservation;
   (B)   Level 2.  Restricted use;
   (C)   Level 3.  Prohibited use; and
   (D)   Level 4.  Rationing.
