§ 53.09  TERMS AND CONDITIONS OF RENDERING SERVICE.
   The following terms and conditions shall apply to service rendered by the electric utility.
   (A)   All service metered at a primary voltage, as designated in this chapter, shall be furnished through one meter. All services metered at a secondary voltage, as designated in this chapter, may be furnished through one meter, or through not more than one meter for the lighting service and one meter for the power service, unless it is required by law to install a separate service for exit lighting, in which case an additional meter will be installed for the exit lighting.
   (B)   Except in cases where the customer owns the substation and transformation equipment as provided for in § 53.07(C), the electric utility will supply and maintain at a single location the complete substation equipment that is necessary in order to make one transformation to a standard voltage from the voltage of the available transmission or distribution line as the utility deems adequate and suitable to serve the capacity contracted for. Not more than one transformation will be installed at the utility’s expense for any customer; provided, however, that where the voltage of the load side of this transformation is approximately 460 or 230 volts and the customer requires approximately 115 volts two- wire (or 115 to 230 volts three-wire) for lighting purposes, the utility will supply the transformation to obtain lighting voltage. Where service is metered at a primary voltage and the customer desires and requests transformation to more than one standard voltage, or service of a standard voltage at more than one location within his or her premises, the utility will, at its option, furnish and maintain additional transformation equipment and those interconnecting lines as may be necessary; provided, however, that the customer shall reimburse the utility for the amount of the cost of furnishing the entire facilities which is in excess of the cost of furnishing one transformation for the entire service, as provided for above. The right and title to all equipment so furnished by the utility shall be and remain in the utility. Should the customer require a nonstandard voltage, he or she shall at his or her own expense furnish and maintain all transformers and protective equipment therefor necessary in order to obtain the nonstandard voltage. The customer shall not be entitled to any credit as a result of the ownership of the transformers and equipment, unless the customer supplies all transformers and equipment for his or her entire contracted capacity in accordance with the provisions of § 53.07(C).
   (C)   All wiring, poles, lines, wires and other electrical equipment and apparatus located beyond the point of connection of the customer’s service lines with the lines of the electric utility are considered the distribution system of the customer and shall be furnished, owned and maintained by the customer, except in the case of metering equipment and other equipment incidental to the rendering of service, if any, that is furnished, owned and maintained by the utility, and installed beyond the point of connection.
   (D)   In case a fire or other casualty renders the plant or premises of the customer wholly unfit for the purposes of the customer’s business the minimum charge specified shall be suspended until that time as the premises shall have been reconstructed and reoccupied by the customer. In case a strike or lockout causes the temporary suspension of the operation or business of the customer, the minimum charge specified will be waived during the continuance of the strike or lockout, but the customer shall be billed and be liable for the payment, at the rates herein set out, for all electric energy actually used during the period.
