Maximum load and energy measurements, for service under the rate schedule of § 53.03, and the charges derived therefrom, are subject to adjustment for the following.
(A) Metering at a secondary voltage. Service hereunder may be metered at a secondary voltage, which is designated as a standard voltage of approximately 460 volts or lower, in which event, before applying any other adjustments or computing the charges, the maximum load and energy measurements shall each be increased by 3% to convert to the equivalent of service metered at a primary voltage.
(B) Power factor.
(1) The monthly maximum load will be adjusted for monthly average lagging power factor to convert to billing maximum load in accordance with the following formula:

(2) The electric utility will determine the monthly average lagging power factor (used in the above formula) by the application of one of the following methods:
(a) Assume the monthly average lagging power factor to be 80%;
(b) Install suitable instruments for determining the monthly average lagging power factor; or
(c) Estimate the monthly average lagging power factor, where the electric utility meters the lighting and power services separately of either or both services by assuming 100% power factor for the lighting service, and 80% lagging power factor for the power service.
(C) Equipment supplied by customer. A credit of 10% will be made to the monthly maximum load charge when the customer takes service at the point of connection of his or her service lines with an available transmission or distribution line of the electric utility which has a voltage of approximately 2,300 volts or higher and which in the judgment of the utility is adequate and suitable to serve the contracted capacity, provided the customer furnishes, installs and maintains, at his or her own expense, the complete substation structure and equipment including switches and protective equipment, transformers and other apparatus, any or all of which is necessary for the customer to take service at the point of connection.
(D) Load factor. When the number of kilowatt hours billed in any month exceeds the product of the billing maximum load for that month multiplied by 360, an amount equal to three mills ($0.003) times the number of kilowatt hours in excess of the product will be deducted from the energy charge.
