No person shall construct or erect any building or structure over or upon any lateral or trunk city sewer line unless he or she shall have the written permission of the Community Development Officer. The Community Development Officer, upon granting that permission, shall specify what provision shall be made in the construction thereof to protect the sewer line and to provide for access to the sewer line for the purpose of maintenance and repairs.
