No person shall break or tap any lateral or trunk sewer at any other place than where a "Y" has been placed for the connecting of the service sewers, except upon written permission of the Community Development Officer. When an opening is made in any lateral or trunk sewer at any place other than where a "Y" is left for those purposes, it shall be made under the supervision of the Community Development Officer by inserting a "Y" in the sewer main.
