No person shall make connections, attach to or tap any lateral sanitary sewer or trunk sewer or make excavations in the streets, alleys or public property or under the sidewalks, for the purpose of making those connections or attachments to any sewer, without first having obtained a permit therefor from the Building Inspector. The permit fee for the sewer connection will be $150 for each connection.
