§ 3-1-1-2. POWERS AND DUTIES.
   (A)   The Board of Public Works and Safety exercises supervision and control over the Police and Fire Departments, except as governed by the Police and Fire Merit Commissions, and all City property. In addition, the Board performs all other duties and functions as prescribed by state statute or City ordinance.
      (1)   Pursuant to the provision and authority of I.C. 5-11-10-1.6, the Common Council, as the legislative body of the City of Lawrence, shall have authority to approve or disapprove all claims on the City treasury, except those statutorily prescribed to be approved by other agencies.
      (2)   Pursuant to the authority of I.C. 36-4-8-14(a), and notwithstanding the provisions of I.C. 5-11-10, the City Controller may make claim payments in advance of allowance by the Common Council for the following kinds of expenses:
         (a)   Property or services purchased or leased from the United States government, its agencies or its political subdivisions;
         (b)   Payroll; and
         (c)   State, federal or county taxes.
      (3)   Each payment of expenses under this authority must be supported by a fully itemized invoice or bill and certification by the City Controller, and the Common Council shall review and allow the claim at its next regular or special meeting following the preapproved payment of the expense.

§ 3-1-1-3. MEETINGS AND RECORDS.
   (A)   The Board of Public Works and Safety shall adopt rules for the conduct of its meetings and shall set a place and time for the meetings.
   (B)   The Board shall meet at least twice each month.
   (C)   Public notice of the dates, times and places of its meetings shall be published as prescribed by law.
   (D)   The Board shall keep a written record of its deliberations and shall file copies of its minutes with the City Clerk.
   (E)   The Board shall elect one of its members as Chairperson, who shall hold the position as long as prescribed by the rules of the Board.
§ 3-1-1-4. RULES, REGULATIONS, ORDERS AND APPOINTMENTS; POLICE AND FIRE DEPARTMENTS.
   (A)   The Board shall adopt:
      (1)   Rules for the government of the Police and Fire Departments, except as provided for the Police and Fire Merit Commissions; and
      (2)   General and special orders of the Police and Fire Departments upon the recommendation of the Chiefs of the Departments.
   (B)   The Board shall appoint:
      (1)   Members and other employees of the Police and Fire Departments, other than merit appointees and those in an upper level policy making position; and
      (2)   Other officials who are necessary for public safety purposes.
   (C)   The Board, subject to ordinance, may fix the number of members of the Police and Fire Departments and the number of appointees for other purposes and may, subject to law, adopt rules for the appointment of members of the departments and for their government.
   (D)   The Board shall divide the City into police precincts and fire districts.
§ 3-1-1-5. POLICE OFFICER AND FIREFIGHTER DISCIPLINE.
   (A)   Except as provided in I.C. 36-8-3-4(m), a member of the Police or Fire Department holds office or grade until he or she is dismissed or demoted by the Police or Fire Merit Commissions or by the Board of Public Works and Safety where applicable.
   (B)   A member may be disciplined by demotion or dismissal for any lawful cause pursuant to I.C. 36-8-3.5-17, § 3-1-3.5-9 or, where applicable, the procedures outlined by I.C.36-8-3-4.
