§ 1-1-3-4. EXECUTIVE BRANCH.
   (A)   The Mayor is the City Executive and head of the executive branch.
   (B)   The Mayor shall faithfully perform the duties and responsibilities prescribed by statute.
   (C)   The Board of Public Works and Safety is hereby established within the executive branch, pursuant to I.C. 36-4-9-5 and 36-4-9-6.
   (D)   The Board of Public Works and Safety shall be the chief administrative body of the City and shall exercise supervision and control over the Department of Public Safety, established by § 1-1-3-11, as well as the Department of Public Works, established by § 1-1-3-12.
   (E)   Subject to the appropriation power of the Common Council, executive departments shall have the ability to hire employees and purchase or contract for materials or services as the Board of Public Works and Safety or other governing board or commission deems necessary to perform their public functions.
