§ 90.99  PENALTY.
   (A)   A violation of § 90.16(A), specifically related to the requirement thereunder regarding a dog or cat that has been failed to be registered with the city as provided within this chapter shall be assessed, amongst other remedies, a fine that can be assessed of not less than $150 nor more than $750 for each offense, and that each day a violation occurs constitutes a new offense, amongst other remedies available under applicable law.
   (B)   For each violation of § 90.17(A) and § 90.17(B), in regard to the provisions thereof related to dogs running at large, the court shall assess a fine of not less than $150 and not more than $1,000 for each offense. Each day a violation occurs shall constitute a separate offense. A citation for alleged violation of this section of the ordinance shall require an appearance before the Administrative Hearing Officer and/or the court. In default, for failure to appear, the fine shall be $1,000 for each offense, among other potential remedies.
   (C)   For each violation of §§ 90.15 through 90.24, of this chapter for which there is not otherwise specifically prescribed a fine, including, but not limited to, provisions of § 90.17(A) and (B) in regard to cats running at large, the court shall assess a fine of not less than $50, and not more than $750 for each offense. Each day a violation occurs shall constitute a separate offense, and depending upon the facts and circumstances, more than 1 offense of §§ 90.15 through 90.24 and more than 1 offense of any particular section of that subchapter may occur on a single day. In addition to the foregoing penalties, any person who violates §§ 90.15 through 90.24 shall pay all expenses, including shelter, food, handling, veterinary care, and expert testimony fees necessitated by the enforcement of §§ 90.15 through 90.24. Further, upon a finding and holding by the court that an owner has violated §§ 90.15 through 90.24, the City of LaSalle, at the discretion of the Mayor, may revoke the license of the dog or cat and order that the former holder of the license remove the dog or cat from the city.

   (D)   In regard to a potential “reckless dog owner” as that term has been defined above, the Chief of Police, or any citizen, may file a complaint in the Circuit Court to determine whether a person is a “reckless dog owner” as defined within the provisions of this chapter above herein and also as defined within the Animal Control Act, ILCS Ch. 510, Act 5, § 15.5 thereof, and in that regard said action as filed shall be governed procedurally with rules and regulations and requirements consistent with those set forth within the Illinois Animal Control Act, ILCS Ch. 510, Act 5, § 15.5.

   (E)   The penalty for violation of §§ 90.01, 90.03 or any other provision of this chapter for which no specific penalty is otherwise provided, shall be subject to a fine of a minimum of $50, and a maximum of $750 for each violation, and each violation of any portion of any such section shall constitute a separate offense, which fine and remedies shall be in addition to and not to the exclusion of other remedies available under applicable state law and/or city ordinance.
