§ 90.16  LICENSING AND REGISTRATION OF DOGS AND CATS.
   (A)   Every person who is the owner (as defined within this subchapter) of a dog or a cat in the city shall register said dog or cat with the city on a form indicating the owner of the dog or cat, the breed of dog or cat, the sex of the dog or cat, certification that the dog or cat has been appropriately vaccinated for rabies, and further providing proof of liability insurance in a minimum amount of $50,000, except that regarding dangerous dogs; the minimum amount then shall be $100,000. License fees for all dogs and all cats shall be in the amount of $5 per animal per year. License fees shall be due and payable on or before June 30 of each year. Additionally, every person who is the owner (as defined within this subchapter) shall be required to register any dog and/or cat within 30 days of the dog and/or cat being within the city. Additionally, in regard to the registration of any dog and/or cat, every person and/or entity who is the owner (as defined within this subchapter) of a dog and/or a cat in the city shall also be required in regard to a dangerous dog and/or a vicious dog to have reviewed the City of LaSalle Ordinances, including § 95.15 et seq. in regard to said registration, and shall additionally be required to register said dog as a dangerous and/or vicious dog in the event that the owner knows and/or should know that said dog is a dangerous and/or vicious dog.
   (B)   Additionally, all dangerous dogs as defined herein, shall be registered as such and be subject to the further provisions contained herein in reference to dangerous dogs.
   (C)   The City Comptroller shall keep a record of all dog and cat licenses paid and shall furnish to each person paying such license a metal tag having stamped thereon numbers indicating the year for which the license is paid, and in connection with dangerous dogs, the tag shall indicate that the dog is a dangerous dog. A duplicate to replace a lost or destroyed tag may be issued by the City Comptroller upon the payment of the fee of $2.
   (D)   The Mayor shall have the power upon request of the City Comptroller, to deputize such persons who are licensed doctors of veterinary medicine within the State of Illinois for the purposes of assisting in the performance of the City Comptroller’s duties with respect to registration of dogs and cats, and of dangerous dogs, as may be appropriate and necessary in connection with carrying out the intent and purpose of carrying out this subchapter. The Animal Control Administrator of the County of LaSalle, is automatically deputized as 1 of such persons authorized to assist in the performance of such duties.
   (E)   Prospectively the number of dogs and/or cats combined per household shall be no more than a combined total of six per household, all of which must be registered with the city, subject to the following further conditions and/or exceptions:
      (1)   In the event of the birth of a dog and/or cat through breeding within a household, the above limited number shall not apply to the dogs and/or cats within the litter for a period of six months following the birth of the dog and/or cat.
      (2)   The above referenced limit of a combined six dogs and/or cats per household shall not apply to a State of Illinois licensed veterinarian’s office premises and/or to a kennel which kennels and veterinarian offices prospectively shall be further regulated to be allowed only within commercial and/or industrial zoning districts within the city. That additionally notwithstanding any other provision contained herein suggesting to the contrary, this division (E) shall not apply to or affect any presently existing kennel, licensed veterinarian office premises, and/or existing dog and/or cat sitters premises, and/or existing dog trainer premises presently existing within a residentially zoned district within the city, provided that there has not been any complaint made to the city and/or to Illinois Valley Animal Rescue as to said premises within the last year.
      (3)   In addition to the above exceptions, dogs and/or cats presently being housed within existing households of the city as of the effective date of this division (E) shall be exempted from the above limits provided there has been no complaint as to any such dog and/or cat made to the city and/or to the Illinois Valley Animal Rescue within the last year preceding the date of passage of this amendment (8-28-2017), and further provided that any such dog and/or cat is appropriately licensed with the city within 90 days following the passage of this amendment (8-28-2017); that additionally the annual $5 per dog and/or cat licensing fee is waived by the city for the year 2017 in regard to any dog and/or cat licensed within the above-described 90-day period.
      (4)   Any violation of this division (E) is hereby declared to constitute a nuisance within the city.
