§ 154.20  APPROVAL PROCEDURE.
   (A)   The PUD approval shall involve two phases, as described in §§ 154.21 and 154.24.
   (B)   (1)   The preliminary phase shall consist of a review of the conceptual PUD site development plan to determine its suitability. 
      (2)   The final phase shall require detailed PUD plans for any part of the conceptual PUD plan prior to approval by the Plan Commission and the issuance of building permits.
