21.68.070 Parking location requirements.
   (a)   Except as otherwise permitted herein, all required off-street parking spaces shall be independently accessible from a street at all times.
   (b)    All required off-street parking spaces shall be located on the same lot as the use and/or development requiring such spaces.
   (c)    Except as may be permitted for an ADU, required off-street parking spaces shall not be located within any required front, side or street-side side yard setback of any residential parcel. However, surplus parking spaces in addition to the minimum required may be allowed outside of the front yard area (see Figure 21.68.070) and within the side, rear and street-side side yard setback of a residential parcel in compliance with all of the following conditions:
      (1)   Surplus parking shall be on a permanent paved or other approved impervious surface that prevents the infiltration of stormwater (e.g., graveled driveways).
      (2)   Surplus parking spaces shall be accessed from a driveway and driveway apron.
      (3)   Surplus parking spaces shall include minimum six foot tall view obscuring gates.
      (4)   Surplus parking within the rear or street-side side yard of a corner residential parcel shall be located behind a minimum six-foot-high solid fence or block wall.
      (5 )   Parking may not occur within any required clear site distance triangle area.
