The provisions of subsections (1) and (3) of Section 9.20.010 shall not apply to the sale or display of any of the fowl or rabbits described in Section 9.20.010, in proper facilities by breeders, pet stores, or stores engaged in the business of selling for commercial breeding or raising, or for food, or their exhibition at any fair, show or exhibit where such fowl or animals are displayed for commercial purposes or displayed in the interest of improving agriculture or industry.
