No person shall drive or ride any horse or other animal upon any public highway or thoroughfare, within the city limits, immoderately, or beyond a moderate gait, or in such a manner as to endanger the safety of persons on the highway or thoroughfare.

8.08.020 Parks.
No persons shall drive, lead, ride or permit any horse upon any public park or recreation facility within the city limits, except in designated horse trails.
(Ord. 307 § 1, 1980).
