All licenses shall be valid for a period not exceeding one year. Every license shall expire on December 31 of the year within which it is issued, unless otherwise provided by this title and on the face of the license. The village manager shall endeavor to notify each licensee of the impending expiration of that licensee's license, which notice shall be provided at least three (3) weeks prior to the date of expiration of the license; provided, however, that under no circumstances shall the failure of the village manager to make any such notification or of the licensee to receive any such notification excuse the licensee from the obligation to seek renewal of its license. Nor shall any such failure create any right in the licensee to the continuation or reissuance of any license.
