3-1-7: LICENSE APPROVAL AND ISSUANCE:
   A.   New Licenses: If, after due consideration of the information contained in the license application, the information obtained through the prelicense investigation, and any other information reasonably relied on, the village manager determines: 1) that the application has been properly completed and 2) that the applicant has complied with all of the requirements of all federal, state of Illinois, and local laws and regulations, including, without limitation, the provisions of this title, then the village manager shall approve the application. The village manager shall issue the license thereafter, but only after payment by the applicant of the applicable fee.
   B.   License Renewals: If, after due consideration of the information contained in the application for a license renewal, the information obtained through the prelicense investigation (including, without limitation, information related to complaints about the operations or conduct of the business, activity or occupation), and any other information reasonably relied on, the village manager determines: 1) that the application has been properly completed, and 2) that the applicant has complied with all of the requirements of all federal, state of Illinois and local laws and regulations, including, without limitation, the provisions of this title, and 3) that the business, activity or occupation has been operated or conducted in a manner not substantially adverse to the best interests of the village, the village residents and the customers or clients of such business, activity or occupation, then the village manager shall approve the application for a license renewal.
