12-1-4: SIGN PERMIT:
No sign, unless specifically identified as exempt by this title, may be erected, constructed, altered, or relocated without first obtaining approval of a sign permit in accordance with the following:
   A.   Authority: The Village Manager issues sign permits.
   B.   Application: A complete application for a sign permit is required. The application must be made on a form prepared by the Village, and be accompanied by all required submittals, unless waived by the Village Manager.
   C.   Process: Upon the filing of a complete application for a sign permit, the Village Manager will examine the plans and specifications for the proposed sign and will issue a sign permit if the plans comply with the requirements of this title and other applicable Village codes and ordinances.
   D.   Fees: All fees must be paid to receive a permit. No permit will be issued without full payment of required fees. Applicable fees are listed in this Code.
   E.   Expiration: If the work authorized under a sign permit is not completed within one (1) year of issuance of the permit, unless the Village Manager has allowed a longer time period of validity at the issuance of the sign permit, the sign permit expires and becomes null and void.
