The purpose of this chapter is to avoid the hazards to persons and damage to property resulting from flooding and to comply with the rules and regulations of the national flood insurance program as promulgated by the federal emergency management agency, federal insurance administration as provided in the rules and regulations of the federal register, volume 44, no. 31177, May 31, 1979, as amended, and which are hereby adopted by reference and filed in the office of the village clerk, pursuant to Illinois law and 65 Illinois Compiled Statutes 5/11-30-2.
